Despite Weather, Greenup Industries Progresses on West Shore Lake Ponchartrain Project

Working alongside the U.S. Army Corps of Engineers, stockpiling at one of two sites inside the Bonnet Carre Spillway is complete. Kenner-based Greenup Industries ("Greenup") continues to make progress on its portion of the West Shore Lake Pontchartrain Project (WSLPP). Greenup's primary operations on the site have been excavating, processing, and stockpiling clay in two areas within the Bonnet Carre Spillway. The company was awarded two contracts for stockpiling clay: a 20-million-dollar contract in January 2020, and the second contract for 17.9 million in November 2020.

The West Shore Lake Pontchartrain project is a momentous construction undertaking in
southeast Louisiana on the east bank of the Mississippi River in St. Charles, St. John the Baptist, and St. James Parishes. The 760-million-dollar project will span 18.5 miles and include 17.5 miles of levee, 1 mile of T-wall, four pumping stations, two drainage structures, and approximately 35 utility relocations. The structure will span from the Bonnet Carre Spillway to the Mississippi River Levee near Garyville and provide storm surge protection and improved resilience on the western shores of Lake Pontchartrain and Lake Maurepas. The West Shore Lake Pontchartrain Hurricane Protection project is a joint effort of CPRA and the New Orleans District of the U.S. Army Corps of Engineers, the Pontchartrain Levee District, and St. Charles, St. John the Baptist, and St. James parishes. Construction for the project is being funded through a state and federal cost share; The feds will cover 65% of the project, and the state will perform work - design and construction - valued at their 35% share of the total project cost.

Greenup Industries reports that the company's work on the two contracts is progressing well, despite some setbacks from the weather. Greenup's primary role in the project has been excavating, processing, and stockpiling clay into two stockpiles inside the Bonnet Carre Spillway. The clay will be used to construct 17.5 miles of a levee system that offers a 100-year risk level reduction to the area between the Bonnet Carre spillway and Garyville, Louisiana. Greenup will have removed 1.5 million cubic yards of clay from the Spillway by the end of the project.

Stockpile Update

Stockpiling at one of the two stockpile sites, Stockpile 2, has been completed. "Final testing of materials, coring samples of the stockpile, and as-builts are all that remains on this project," Steven Keen, Greenup's Construction Manager, said, "This is a major milestone as it was Greenup's first Corps of Engineers project of what is now three in total."

Work at Stockpile 2 is ramping up, but stockpiling has been hampered by rain. "We are
continuing to haul clay when the weather permits," Keen said, "We are also working on days thatwe can't haul by excavating clay from the borrow pit in the Spillway and processing the material (allowing it to air dry). We are also improving the haul roads, both in the spillway and at the stockpile location in LaPlace."

The project's expected completion date will be sometime in the mid to late spring of 2023."We are honored to be part of the project that provides much needed flood protection for the River Region. Updates on Two of Our Projects with USACE

Despite some setbacks from weather, our work with the U.S. Army Corps of Engineers on the West Shore Lake Pontchartrain Project (WSLPP) has seen significant progress in the past few months. Greenup's primary role has been excavating, processing, and stockpiling clay in two piles within the Bonnet Carre Spillway. By the end of the project, an estimated 1.5 million cubic yard of clay will be removed from the Spillway.

Construction manager Steven Keen provided these updates on the two stockpile sites:

Keen also reported progress on the La Reussite to Myrtle Grove Levee Plaquemines Parish project, a joint venture with Cajun Industries alongside the U.S. Army Corps of Engineers. The project is a fixed-price construction contract to build hurricane protection structures and move levees and drainage canals in the New Orleans area. 

"This large (4 mile long) project, over $100M, is moving out very quickly," Keen said, "We have already built, or improved, 8,000 LF of access roads so that equipment can safely access the project site, cleared vegetation from over half of the project footprint, excavated 100,000 CY of material for the drainage canal, and built over 100 LF of concrete pipe culverts to facilitate drainage. This project is ahead of the required completion date of June 2025."

June update

Stockpile 1 - Now that the river has allowed us to restart stockpiling activities, production continues to improve with the new processes that have been implemented.  We have successfully constructed over 140,000 CY of clay in our stockpile.    We expect to continue our increased production and completion in the Spring of 2023.

Stockpile 2 - Production has increased significantly due to the addition of another construction team and additional equipment.  We have successfully stockpiled over 475,000 CY of clay material.  This project will be completed in June 2022.  

Myrtle Grove Levee and Drainage Canal - This project is just starting to gain momentum.  We have successfully built over 5,000 LF of Access roads so that we can get equipment and materials to the levee/canal area.  Over 75,000 CY of the drainage canal has been excavated.  The clay is being processed (dried and vegetation removed) in order to be used for the levee construction when we reach that phase.  This massive project is scheduled to be completed in July 2025.  

Construction Safety - A Proactive Approach

Does your company take a reactive or proactive approach to construction safety? For most companies, their safety programs have a combination of the two approaches. proactive in some ways but reactive regarding other aspects of safety.

Here are some best practices to implement in your safety program to take a proactive approach to safety:

1. Empower everyone on the job site, regardless of position, with authority to issue a stop-work for any and all perceived safety concerns. Do not allow work to resume until the issue has been adequately addressed.

2. Create a safety plan specific to the project and site. This should be done in conjunction with the creation of the construction plan. As you plan how you will build and deliver the project, plan how you will keep your workers safe as construction progresses through each task and phase.

3. Monitor, evaluate and adjust. As work progresses, conditions can change drastically from one day to another. Understanding how changing conditions can create new safety hazards is essential. Continuous improvements to safety measures need to be made based on the most up-to-date information on Jobsite conditions.

4. Training should be an ongoing activity for all employees. Train workers on the safe and proper way to operate equipment and select and use personal protective equipment (PPE). Remember, workers, don’t have to have an accident to suffer an injury. Be sure to train workers on proper techniques to perform tasks that create the least amount of stress on their bodies.

5. Create a safety committee to review safety performance on all projects. Make sure to involve employees from all levels of the business, especially craft laborers. They have first-hand experience on how safety measures are being implemented on the Jobsite and can provide vital feedback on areas of concern that need to be addressed. They should have a voice in helping choose which safety measures to implement to control and mitigate hazards.

6. Fully vet all subcontractors on their safety records and ask to review their written safety program. Once selected, work with subcontractors to help develop the safety plan as they can provide valuable insight specific to their trade. Make sure subcontractor agreements cover adhering to your site safety plan so you can hold them accountable.

7. Hold safety meetings each day or before each shift to cover specific tasks, safety measures and protocols, and any areas of concern. Be sure to discuss existing hazards and any new hazards that may arise throughout the day and how to avoid them.

8. Reach beyond being compliance-driven in your approach to safety. Work to identify additional safety measures and precautions you can take to protect your workers better and prevent accidents.

9. Investigate all accidents and near misses to identify the root causes. Focus less on who was responsible and more on the how and why the accidents or near misses occurred. Understanding the root cause can better develop solutions to prevent accidents from happening again and better protect your workers.

10. Incentive programs should encourage workers to adopt a proactive approach to construction safety. Encourage workers to speak up and report unsafe conditions or work behavior. Promote safe working practices rather than encouraging workers not to report incidents.

11. Conduct routine safety audits. The safety manager can either do these internally or by hiring an outside third party to review your safety program and practices.

Invest in improving your safety program the same way you would invest in new equipment or tools to improve your business. Taking a proactive approach to safety can lead to improved productivity and increase the quality of work. Companies with solid safety records tend to have better employee morale and a positive reputation in their field.

Greenup-Cajun Industries Secure 102.5m Levee & Drainage Canal Relocation Project with USACE

In a joint venture between Greenup Industries and Cajun Industries, Baton Rouge, the US Army Corps of Engineers, Vicksburg District, has awarded Greenup-Cajun a fixed-price construction contract to build hurricane protection structures and move levees and drainage canals in the New Orleans area.

Greenup-Cajun came in as the lowest bidder of four for the New Orleans to Venice 1st lift levee and drainage canal relocation project, La Reusitte to Myrtle Grove, Plaquemines Parish. The project will consist of clearing, grubbing, excavating new drainage canals, placing culverts and drainage structures, building new T-walls and levee ramp crossings, placing levee embankments, geotextile work, turf establishment, and surfacing. The estimated cost of the project is $102,452,461.00. Construction will take place in New Orleans, with an expected completion date of November 30, 2026.

Update on the WSLPP Project and New Project in Plaquemines Parish

As Greenup continues to make progress on their portion of the West Shore Lake Pontchartrain Project (WSLPP), awarded to them in January 2020, they began a new project under the Greenup-Cajun JV, LLC. The new 96.3 million dollar fixed price contract is for the construction of hurricane protection features and levee and drainage canal relocation.

On the WSLPP Project, Greenup’s primary operations on the site have been excavating, processing, and stockpiling clay in two areas within the Bonnet Carre Spillway.

Construction Manager Steven Keen reported these updates:

Stockpile 1 - Production has increased to the point that Greenup has successfully excavated and stockpiled over 100,000 CY of clay in the designated stockpile location. They added a second crew in the Bonnet Carre Spillway borrow pit to accelerate production further. This project is scheduled to be complete in late 2022 or early 2023 based on weather and river conditions.

Stockpile 2 - Production has increased with the addition of additional equipment and Greenup has successfully stockpiled over 350,000 CY of clay from the Bonnet Carre borrow pit to the stockpile location, also in the Spillway. A second pit crew is being added to this project to further expedite production. The project is anticipated complete this summer.

Plaquemines Parish Project

The U.S. Army Corps of Engineers has awarded the Greenup-Cajun, JV, LLC the $96.3 million firm-fixed-price contract to build hurricane protection structures and relocate levees and drainage canals. In March, 2022, personnel and equipment began laying down an access road for construction.

Greenup Cajun, JV will perform construction work in New Orleans, Louisiana, and is expected to complete its efforts by Nov. 30, 2026. The joint venture operates in the heavy and civil engineering construction industry.

Louisiana's High Risk for Flooding and Greenup's Role in Fortifying Levees

Louisiana receives many hurricanes, tropical storms, and severe weather as a coastal region on the Gulf of Mexico. This, combined with the low land level, the vast amount of wetlands, and floodplains, leads to an increased risk of flooding and storm surge flash flooding. 

The state also experiences a risk of flooding coming from the river delta systems, rainfall, inland storm surge flooding, and tidal wave and storm surge flooding. The rainfall rate in Louisiana has increased within the past few decades. According to a rainfall study at Louisiana State University, the storms are shorter but are depositing rain faster, thereby increasing the risk and rate of flash flooding. 

Coastal flooding and Hurricanes

Louisiana has miles of coastal floodplains, wetlands, deltas, and waterways. When storm surges, hurricanes, heavy rainfall, and wind hit the land, these low-lying areas can easily be overwhelmed with floodwaters. Louisiana's water levels often rise when storms make landfall in a neighboring state. Every parish or county in Louisiana has experienced a significant weather event. 

Storm surges and flooding are the most dangerous aspect of hurricanes and coastal storms for Louisiana. The rapid rising of water is the leading cause of hurricane-related deaths in Louisiana. 

Hurricane Katrina was the most drastic and extreme example of how storm surges can overwhelm the region. However, hurricanes do not need to reach the magnitude of Katrina to endanger residents and cause large amounts of damage. As most recently seen in Hurricane Ida, there can be loss of life and billions of dollars of property damage from the effects of hurricanes, coastal storms, and flooding in Louisiana.

Can flooding in Louisiana be prevented long-term?

The state of Louisiana proposed a Coastal Master Plan in 2012. The Plan was updated in 2017 and will be updated again in 2023. 

Some examples of attempted or proposed solutions are:

• Construction and improvement of water management systems

• Developing communities on high ground

• Redirecting 100-year flood paths or plains away from populated areas with levees and water management systems

Most solutions aim to prevent the loss of life and property damage from flooding water and storms, not stop the storms or flooding. The goal is to better contain or redirect the floodwaters in the future.

In early August, the NOAA's Climate Prediction Center increased the number of named storms they first predicted back in May. The original outlook had 13-20 named storms expected for the 2021 Atlantic hurricane season. The mid-season update states that the season is expected to have 15-21 named storms (winds of 39 mph or greater). Of the 15-21 named storms, they predict that 7-10 will be hurricanes (winds of 74 mph or greater), of which 3-5 could become major hurricanes (category 3, 4, or 5 with winds 111 mph or greater).

The West Shore Lake Pontchartrain Hurricane Protection project is a joint effort of CPRA and the New Orleans District of the U.S. Army Corps of Engineers, the Pontchartrain Levee District, and St. Charles, St. John the Baptist, and St. James parishes. Construction of the project is being funded through a 65 percent federal 35 percent local cost share. 

Greenup Industries is also involved in the Lafourche Basin Levee District Project, known as Upper Barataria Risk Reduction, a $1.6 Billion levee project that Greenup has been working on for four years with the Levee Board. They also received $8M in design funding that Greenup was instrumental in securing.

First Update of 2022 - WSLPP Project

Our work with the U.S. Army Corps of Engineers on the West Shore Lake Pontchartrain Project, awarded in January 2020, has seen significant progress in the past few months. Greenup’s primary role in the project has been excavating, processing, and stockpiling clay into two stockpiles inside the Bonnet Carre Spillway. The clay will be used to construct 17.5 miles of a levee system that offers a 100-year level risk reduction to the area between the Bonnet Carre spillway and Garyville. Greenup will have removed 1.5 million cubic yards of clay from the Spillway by the end of the project.

The access road off Airline Highway in LaPlace that extends through the marsh to the prospective levee construction site has been completed, which means the Corps of Engineers can start awarding levee construction contracts. We are also excavating clay from the Bonnet Carre Spillway for future levee construction and hauling it in dump trucks to the assigned area, Stockpile 1, located near Airline Highway. Although weather conditions could always be better, we have successfully stockpiled nearly 40,000 cubic yards of clay out of the 1,000,000 expected. We predict productivity will increase considerably as the weather grows warmer. Completion of operations at Stockpile 1 is expected in the Spring/Summer of 2023.

In addition, we continue to excavate clay material for future levee projects from the borrow pit in the Spillway and transport it to designated area "Stockpile 2." We have successfully stockpiled over half of the 500,000 cubic yards of clay required. We also expect activity to increase here as the weather improves. Completion of operations at Stockpile 2 is expected in the summer of 2022.

Sonji White, Project Manager for Greenup Industries

Sonji White is an experienced project manager with over 18 years of diversified project and construction management experience. Her success in construction management is found in both public and private commercial construction projects. Her experience includes work on Bond, FEMA and CDBG Grant Funded Programs.

She is currently leading Greenup's contract for the St. John The Baptist Parish Water Meter Installation project. A member of the National Association of Women in Construction for over 20 years, Sonji is currently on the Board of Directors for the New Orleans Chapter.

Update on the WSLPP Project

Greenup continues to make progress on their portion of the West Shore Lake Pontchartrain Project (WSLPP), awarded to them in January 2020. Greenup’s primary operations on the site have been excavating, processing, and stockpiling clay in two areas within the Bonnet Carre Spillway.

Construction Manager Steven Keen reported that despite “rain…hampering clay hauling and stockpiling,” approximately 10,000 cubic yards of clay have been moved to Stockpile Area 1. At the same time, Greenup has been extending the hauling road for the stockpile so that it can better reach future levee sites: “This consists of clearing vegetation,” Keen explained, “leveling the existing ground surface, installing a geogrid material for enhanced stabilization, adding sand on top of the geogrid, spreading a geotextile fabric, and finally crushed limestone.” The access road renovation at the Stockpile location in LaPlace is estimated at 30% complete.

Weather setbacks at Stockpile 2 have had more impact because the pit and stockpile are located in the spillway. “We expect to restart hauling and stockpiling before the end of the month,” Keen remarked. 

Greenup will have removed 1.5 million cubic yards of clay from the Spillway at the end of the project.

Greenup Industries Fortifies Louisiana Levees and Increases Storm Protection in Time for 2021 Hurricane Season

As work continues on the U. S. Army Corps of Engineers’ (USACE) West Shore Lake Ponchartrain Levee stockpile projects, Greenup continues to hire locally as it anticipates completing one project by this summer.

Greenup Industries (“Greenup”) was awarded a portion of the West Shore Lake Pontchartrain Project (WSLPP) in January 2020, a major hurricane and storm damage risk reduction project benefitting a three-parish area in southern Louisiana. The company’s scope of work includes excavating, processing, and stockpiling clay material and other work within the Bonnet Carre Spillway. 

The U.S. Army Corps of Engineers reported that Greenup was awarded the portion of WSLPP (“Stockpile II) in January 2020. The $20,520,000 contract included excavating, processing, and stockpiling of 1.5 million cubic yards of clay from the Bonnet Carre Spillway to two stockpile sites. The Bonnet Carre Spillway has roughly 3.5 million cubic yards available, while the rest of the clay is to come from commercial sources.

Greenup was awarded the portion of WSLPP (“Stockpile II) in January 2020. The $20,520,000 contract included excavating, processing, and stockpiling of 1.5 million cubic yards of clay from the Bonnet Carre Spillway to two stockpile sites. 

In November 2020, Greenup was awarded a 2nd Stockpile contract  for excavating, processing and stockpiling clay material at the Bonnet Carre Spillway (Stockpile I). The Stockpile I contract is currently valued at approximately $19,900,000, including modifications. The material will support the construction of approximately 17.5 miles of levee system that will provide 100-year level risk reduction to the area extending from the Bonnet Carre Spillway to Garyville, Louisiana.  

The Stockpile II work was initially estimated for competition by January 22, 2021 however high river levels and an unusually active hurricane season in 2020 created some delays in the stockpiling process. According to Steve Keen, Greenup Industries’ construction manager, WSLPP, “Approximately 157,000 cubic yards have been stockpiled thus far. This represents 25 percent of the 500,000 cubic yards to be excavated and stockpiled,” he said. “We have been working on the stockpiling project for nearly a year. When you say dig clay and stockpile it, there’s much more to it than that,” Keen said. “In the Spillway itself, you have to clear through all of the shrubs and get them out of the way. Then there are usually several feet of sand on top. You have to move that before you can actually start digging the clay out.”  He added that the clay cannot be too wet or too dry when moving it and that workers achieve the optimized moisture level by chopping the clay up and letting the sun and wind harden it. The clay then is loaded into trucks and hauled down Airline Highway onto a newly constructed access road in the sugarcane fields, near the River Forest subdivision. 

The access road into the field was part of the scope of the project. Greenup widened the road with asphalt and extend the access road to where the levee is going to be built. In addition, the company also built a new asphalt ramp at the back of the Spillway by the existing boat launch.

“These are two of the preliminary things that needed to be done before we can start hauling any clay out,” Keen said. “We started  that in late March to early April 2021.”  Greenup hired flag persons to make sure everyone is aware of the increased traffic and remained in communication with the St. John Parish Sheriff’s Office to ensure officers were on detail to keep the area safe. “The project will bring a significant number of trucks entering Airline from the East side of the Spillway and exiting into the stockpile area, and also coming out of the stockpile area heading back to the Spillway to get loaded again,” Keen said. Greenup is currently contracted to stockpile 1.5 million cubic yards. However, this could be extended by an extra 500,000 to equal 2 million cubic yards.

Greenup celebrates Women In Construction Week and Naiika Bass' promotion to Industrial Division Manager

According to statistics from the U.S. Bureau of Labor, women comprise only 10.3 percent of construction workers. Even less is the percentage of women on the front lines of a construction job site, approximately one for every 100 employees. Greenup, a provider of construction, maintenance, and third-party procurement services, recognizes Women In Construction week by celebrating the advancement of women in the industry and the promotion of Naiika Bass as its Industrial Division Manager.

Bass was introduced to the construction industry in 2007 by her Mom, who worked as a certified pipefitter. After graduating from South University with an Associate of Science degree in Criminal Justice, she pursued her Occupational Safety & Health degree from Columbia Southern University and her NCCER certification in Construction Site Safety Technician (CSST), Construction Site Safety Supervisor (CSSS), Field Safety, OSHA 30, and First Aid/C.P.R. For the next six years, she worked in the oil and gas industry as a safety professional. It was her responsibility to ensure each location was in compliance with safety rules and regulations. "When I first began working as a safety professional, it was evident that there was a lack of trust between the field workers and management. I embraced the challenge to change this culture. After developing relationships with the field workers, they soon realized I was looking after their best interests and that my main goal was to make sure they got home safely to their families," she said. In 2017, Bass joined Greenup as its Health and Safety Manager.

Greenup's CEO, Rodney Greenup, believes Bass provides a great example of how women can successfully advance to leadership positions within the construction field. "Naiika has shown her ability and initiative to address the challenges in her work. Because of her attention to detail and her tenacity in regards to following up and following through, we have earned numerous safety awards. For all the obstacles that women face in the construction field, from lack of training to gender bias, nearly one-third of companies promoted a woman to a senior position in 2018. In Bass' new role as Industrial Division Manager, her responsibility is to manage all of the Oil and Gas Industrial 3rd party vendors. "I am so grateful that Greenup gave me an opportunity to expand my career into other areas of the construction industry. I wear many hats with Greenup and I enjoy wearing all of them. I enjoy the work I do, and I especially enjoy the culture here at Greenup," she said.

As construction anticipates a rebound from the slowdown caused by the coronavirus pandemic, hiring more women and providing them with opportunities for advancement is an optimal way for a company to expand. A recent report found that construction firms with more women in executive roles experienced higher than above-average financial performance compared to those companies that did not. When 30 percent or more of executive-level positions were filled by women, those companies experienced a 48 percent likelihood of outperforming their less-diverse competitors.

In spite of all the rain that we have been experiencing this summer, we have moved over 75,000 CY, out of the 500,000 CY, of clay material into the stockpile in the spillway. Progress has been increasing steadily.
