Myrtle Grove Project Update - Flood Prevention

Can flooding in Louisiana be prevented long-term? Most solutions aim to prevent the loss of life and property damage from flooding water and storms, not stop the storms or flooding. The goal is to better contain or redirect the floodwaters in the future. Greenup Industries is involved in several projects with US Army Corps of Engineers, New Orleans District to fortify levees in Louisiana.

Myrtle Grove Project - In spite of the weather, we have continued to press ahead on this critical risk reduction project for the people of Plaquemines Parish.

Old Mother Nature has been trying her best to slow this critical Hurricane Risk Reduction project, with rain and snow, but we keep pushing forward. Clearing vegetation and excavation of the drainage canal are nearly complete. Levee construction has progressed nicely with a total of over 1.3 million cubic yards (CY) of clay material placed and compacted, supported by almost 100,000 square yards (SY) of reinforcement geotextile.

We have also made good progress in the pile driving portion of this project, having driven 1,000 Linear Feet (LF) of steel pipe piles and 34,000 Square Feet (SF) of sheet piles. This project continues to stay ahead of the current required completion date of late summer 2026.

Protecting Your Pipes from Freezing Temperature

When we experience freezing temperatures in our typically warm, humid climates throughout the South, many residential homes and businesses are left wondering how to prevent frozen pipes. Safeguard Your Pipes

During freezing temperatures, your pipes are at high risk. If they freeze over, they can sometimes burst causing a lot of financial strain to fix or replace. In order to avoid this, let your sinks drip overnight. This helps prevent pipes from freezing. In addition, open cabinet doors to kitchen and bathroom sinks to allow warm air to protect and circulate around plumbing. Keep doors, windows and garages closed during these times, too, to better insulate and warm plumbing.

Exterior Pipes Need Different Protection

Spigots and outside pipes and plumbing require a bit of a different approach when preparing to prevent freezing. Wrap outside pipes in small towels and let drip if necessary.

Prevent Frozen Septic Tanks

Septic tanks freezing over can be an unimaginable mess for your business or home. To avoid dealing with what could be a severely foul occurrence, take the following precautions. Empty your septic tank. Yes, this is regular maintenance, but not always the first task people jump at when temperatures are already uncomfortably low. If a full tank freezes, this could cause a septic tank to burst. Another thing to consider is cracks and open areas. Be sure to inspect for any potential leaking as this could also invite more liquid to seep into the tank and cause bursting. And of course, keep water moving through the system if possible. Water in motion won’t freeze, so if your business is closed due to inclement weather, be sure to check back in daily and induce some motion through the system.

A Proactive Approach to Construction Safety

Does your company take a reactive or proactive approach to construction safety? Most companies' safety programs combine the two methods, being proactive in some ways but reactive in other aspects.

Here are some best practices to implement in your safety program to take a proactive approach to safety:

1. Empower everyone on the job site, regardless of position, with the authority to issue a stop-work for any perceived safety concerns. Only allow work to resume once the issue has been adequately addressed.

2. Create a safety plan specific to the project and site. Do this in conjunction with the creation of the construction plan. As you plan how to build and deliver the project, plan how to keep your workers safe as construction progresses through each task and phase.

3. Monitor, evaluate, and adjust. As work progresses, conditions can change drastically from one day to another. Understanding how changing conditions can create new safety hazards is essential. Continuous improvements to safety measures need to be made based on the most up-to-date information on job site conditions.

4. Training should be an ongoing activity for all employees. Train workers on the safe and proper way to operate equipment and select and use personal protective equipment (PPE). Remember, workers don't have to be in an accident to suffer an injury. Be sure to train workers on proper techniques to perform tasks that create the least stress on their bodies.

5. Create a safety committee to review safety performance on all projects. Ensure that employees from all levels of the business are involved, especially craft laborers. They have first-hand experience with how safety measures are being implemented on the site and can provide vital feedback on areas of concern that must be addressed. They should have a voice in helping choose which safety measures to implement to control and mitigate hazards.

6. Fully vet all subcontractors on their safety records and ask them to review their written safety program. Once selected, work with subcontractors to help develop the safety plan, as they can provide valuable insight specific to their trade. Ensure subcontractor agreements cover adhering to your site safety plan so you can hold them accountable.

7. Hold safety meetings each day or before each shift to cover specific tasks, safety measures and protocols, and any areas of concern. Be sure to discuss existing and any new hazards that may arise throughout the day and how to avoid them.

8. Go beyond a compliance-driven approach to safety. Work to identify additional safety measures and precautions you can take to protect your workers better and prevent accidents.

9. Investigate all accidents and near misses to identify the root causes. Focus less on who was responsible and more on how and why the accidents or near misses occurred. Understanding the root cause can better develop solutions to prevent accidents from happening again and better protect your workers.

10. Incentive programs should encourage workers to adopt a proactive approach to construction safety. They should encourage workers to speak up and report unsafe conditions or work behavior. They should promote safe working practices rather than encouraging workers not to report incidents.

11. Conduct routine safety audits. The safety manager can either do these internally or hire an outside third party to review your safety program and practices.

Invest in improving your safety program, such as investing in new equipment or tools to improve your business. Taking a proactive approach to safety can lead to improved productivity and increase the quality of work. Companies with solid safety records tend to have better employee morale and a positive reputation in their field.

The Lafourche Basin Levee District in Vacherie, LA

Greenup Industries is delighted to have the North Lafourche Levee District in Vacherie, Louisiana, as a client.

Did you know? The North Lafourche Levee District was formed by an Act of the Louisiana Legislature in 1992. This state board has been responsible for improving flood protection on the west side of Bayou Lafourche from the Intracoastal Waterway in Larose to the northern edge of the Parish.

In 2006, through a statewide re-organization of levee boards, the North Lafourche Levee District was given additional jurisdiction over the east side of Bayou Lafourche, again from the Intracoastal Waterway in Larose to the northern end of Lafourche Parish. This area of the Parish was previously under the jurisdiction of the Lafourche Basin Levee District. The North Lafourche Levee District is now all of Lafourche Parish north of the Intracoastal Canal.

The North Lafourche Levee District works to improve drainage and enhance flood protection for 65,000 residents north of the Intracoastal Waterway in Lafourche Parish, Louisiana. The District includes over 250 miles of levees and drainage canals and over 40 pump stations.

Myrtle Grove construction Project Update

Greenup is working on the Hurricane Protection Project in Plaquemines Parish, LA, to keep people safe. We are pleased to provide you with this Myrtle Grove update:

In spite of the weather, we have continued to press ahead on this critical risk-reduction project for the people of Plaquemines Parish. So far, we have placed over 1.1 million Cubic Yards (CY) for levee construction, supporting geotextile fabric for levee stability, ninety-five percent of the

levee footprint has been cleared and is ready for continued construction, over 16,000 square feet of steel sheet piles have been driven for the utility crossings and drainage structure, over 15 structural pipe piles have been driven to support those structures, 5000 linear feet (LF) of

culverts for site drainage, nearly 300,000 CY has been excavated for the new drainage canal. In addition, two thousand tons of stone have been placed in that canal to retard erosion. This project is still scheduled

to finish on time in August 2026.

Greenup is partnering with Cajun JV, LLC, and presented the lowest bid for the New Orleans to Venice [first] lift levee and drainage canal relocation project, La Reussite to Myrtle Grove, Plaquemines Parish. The project consists of clearing, grubbing, excavating new drainage canals, placing culverts and drainage structures, building new T-walls and levee ramp crossings, placing levee embankments, geotextile work, turf establishment, and surfacing. “We are thrilled to be working with Cajun Industries on this project and look forward to doing all we can to provide storm and hurricane protection to Louisiana,” Rodney Greenup says.

Commerce Department Announces New Construction Pledge

The U.S. Department of Commerce announced the Million Women in Construction Community Pledge to bring more women into the construction workforce. Several leading construction companies have signed on to the Pledge, and U.S. Secretary of Commerce Gina Raimondo is making an industry-wide call for more companies, unions, and training organizations to sign on to the Pledge.

By signing on to the Million Women in Construction Community Pledge, leaders in the industry are demonstrating an ongoing commitment to increase women’s access to training, jobs, and leadership opportunities. This follows an announcement made earlier this month launching the CHIPS Women in Construction Framework. Construction companies, unions, and training organizations can join the initiative by pledging to focus on or scale up equitable hiring and workforce development efforts that create broader pipelines and opportunities for women.  This industry-wide call to action encourages signers to voluntarily take action by utilizing best practices, including building community partnerships to reach women and girls, investing in solutions that increase supportive services such as child care, and fostering safe, healthy, and respectful workplaces.

“President Biden’s Investing in America agenda is creating a construction boom all over the country, and with that boom comes a huge increase in jobs and opportunities for workers in construction and the trades. But right now, women make up less than 11% of jobs in construction and only 4% in skilled trades. UPDATE ON GREENUP INDUSTRIES' construction PROJECT WITH USACE AT MYRTLE GROVE

The U.S. Army Corps of Engineers is continuing to make progress with the New Orleans to Venice (NOV) Hurricane Protection project in Plaquemines Parish, La. The purpose of the NOV project is to provide an improved levee system for storm risk reduction for Plaquemines Parish by repairing and restoring the original project levees, accelerating the completion of unconstructed portions of the authorized project, and armoring critical elements of the authorized project.

The NOV federal levees are located on the east bank of Plaquemines from Phoenix to Bohemia and on the west bank from St. Jude to Venice. Currently, along the La Reussite to Myrtle Grove levee reach, USACE is constructing approximately seven miles of new drainage canals and levees. USACE workers and their construction partners are placing embankment material at the site of the levee construction, slowly building up layers of soil and material for the levee. So far, 85% of the canal have been completed and approximately 50% of the levee has been built along this particular levee reach. This portion of the project is scheduled to be completed by calendar year 2026.

Greenup Industries Successfully Installs 15 Thousand Smart Water Meters in St. John the Baptist Parish

St. John the Baptist Parish (St. John) is now in possession of some well-needed water meter upgrades thanks to the efforts of Greenup Industries Inc. (Greenup) with partner Aclara Technology. Greenup was awarded a $5.27 million contract from the Louisiana Parish in December 2019 to install 16,491 residential smart water meters, 382 commercial meters, and 10 fire hydrant meters. Greenup reports that installation on 15,000 residential and commercial smart water meters were completed despite numerous setbacks (COVID, 2020's most active Hurricane Season since 2005, Global Supply Chain Impacts, Hurricane Ida causing extensive damage to LaPlace and damaging some of the installed equipment). St. John Parish officials issued a resolution on March 28 to issue a Change Order on the existing contract and have the remaining 2,600 meters installed at a later date.

The new smart water meters feature more accurate leak detection and improved residential and commercial services. Residents can use a Customer Portal on their computer or mobile device for utility maintenance, such as setting up alerts for their water consumption, monitoring leak detection in real-time, and viewing live data to keep their water bill down. The water meters are networked into the St. John Parish data management system, allowing the parish to bill customers more accurately and monitor any potential infrastructure issues. “This new smart water meter system allows us to efficiently detect and minimize water loss for the residents and businesses in the parish,” said Rodney Greenup, CEO of Greenup. “It is more responsive infrastructure which enables us to pinpoint and respond to potential problems before they happen."

The St. John Parish Council agreed that the benefits of the “state-of-the-art” water meter outweigh its costs as it will provide for water usage readings to be taken every hour and transmitted to base stations that are built on the parish's water towers. Customers can access their water usage online in real-time, and the meters will send out alerts when their batteries get low. With the ability to monitor water usage daily via a computer or smartphone, the new system will eliminate estimated reads, provide customers with consistent billing, ensure smooth revenue collection, and reduce calls to customer service representatives. The new smart water meters also provide real-time leak detection alerts, allowing more accurate readings. Individuals will also be able to set up alerts for water consumption that exceeds a certain threshold. Part of the installation involves attaching a data collector to track water usage to the billing system. “We program the smart meter to transmit its location to the Parish's data collector. This lets us know how much water is being used immediately, every second of every day. This lets us know how much water is being used immediately, every second of every day. The previous meters had to be read manually," Greenup said. “The new meters allow the parish to respond to any leaks or potential infrastructure issues in real time."

Greenup faced adversity as it neared the completion of the St. John Smart Water Meter Project. In addition to the devastating effects of the supply chain crisis, ongoing disruptions from COVID, and hurricane damage slowing down installation efforts, Greenup said rolling layoffs in 2020 affected communication with Greenup Industries' subcontractors. The shipping delays from tech suppliers were a significant challenge the company had to overcome. "This project revealed our resiliency and can-do attitude, as our company faced setbacks time and time again. What we learned from this experience is that Greenup's team is experienced and willing to go beyond what is expected of them and to overcome obstacles to get our projects completed in a timely and efficient manner. I am so proud of them," Greenup said.

The construction phase broke the parish into six areas, or “water cycles.” Each cycle was completed before moving on to the next one. After the DCY network and installation routing plan were completed, training on the installation and smart meter software began in September 2020. The initial installations began in October, and by the beginning of 2021, Greenup had already completed several thousand installations. Recognized by Parish officials for their professionalism and communication throughout the project, Greenup expressed pride in being able to help solve a problem that affects so many people.

The St. John water meter project is one of several successes this year for the growing construction and maintenance firm. Greenup is nearing the end of its clay excavation efforts in the Bonnet Carre Spillway as part of the West Shore Lake Ponchartrain Project and have excavated 100,000 cubic yards of material for the LaReusitte to Myrtle Grove Levee and drainage canal, placing them ahead of schedule for the joint project with the U.S. Army Corps of Engineers and Cajun Industries of Baton Rouge, LA.

The Importance of Diversity and Inclusion Efforts in the Construction Industry

Diversity, equity, and inclusion drive a workforce because everyone is encouraged and empowered to be their best authentic selves. Diversity in Construction is Lacking

Women make up just 9% of the construction workforce in the United States. In 2017, women held just 7% of construction-management jobs in the United States, though it's nearly twice that in the United Kingdom. The construction industry has made significant progress to be more inclusive over the last few years, yet LGBTQ+ employees are still largely underrepresented. Of 24,000 staff surveyed by The Construction Leadership Council, just 1% identified as bisexual, 0.8% as gay, and 0.2% as lesbian. The most common ethnicity of construction workers is White (52.9%), followed by Hispanic or Latino (27.7%), Black or African American (11.1%), and Unknown (4.0%).

Potential solutions to improve diversity in the workforce include policies that affirmatively promote the use of companies owned by minorities, women, and other underrepresented groups and bystander intervention. Changing how minority-owned businesses are viewed in the construction industry is another. Greenup addresses this concern in our workforce through intentionally inclusive recruiting and hiring efforts, safe spaces for learning discussions, and industry forums to address systemic racism. 

Lack of D&I Sinks Productivity

Despite being one of the largest sectors in the global economy, the $10 trillion construction industry needs to catch up in productivity growth, which slowed to 1% last year. The result? The problem can only worsen in the United States, where construction's contribution to the economy has hit a seven-year high point.

On March 2, 2023, Rodney Greenup, the Founder and CEO of Greenup Industries, presented, “How I Won a $100 Million Dollar Contract” to the Black Enterprise’s Black Directory ALL Members-Only Zoom.

The US Army Corps of Engineers, Vicksburg District, awarded Greenup Cajun JV, LLC, a fixed-price construction contract to build hurricane protection structures and move levees and drainage canals in Louisiana's Plaquemines Parish.

Greenup Cajun JV, LLC, presented the lowest bid of four for the "New Orleans to Venice 1st lift levee and drainage canal relocation project, La Reussite to Myrtle Grove, Plaquemines Parish". The project will consist of clearing, grubbing, excavating new drainage canals, placing culverts and drainage structures, building new T-walls and levee ramp crossings, placing levee embankments, geotextile work, turf establishment, and surfacing. The estimated cost of the project is $102,452,461.00. The project has an expected completion date of November 30, 2026.

Greenup Cajun JV, LLC is a joint venture partnership that features the skills and experience of Greenup Industries (Greenup) and Cajun Industries, LLC, based in Baton Rouge, Louisiana. Greenup was awarded a portion of the West Shore Lake Pontchartrain Project (WSLPP) in January 2020, a major hurricane and storm damage risk reduction project benefitting a three- parish area in southern Louisiana. The company’s scope of work includes excavating, processing, and stockpiling clay material and other work within the Bonnet Carre Spillway. The U.S. Army Corps of Engineers reported that levee construction is expected to require 7 million to 9 million cubic yards of clay material. The Bonnet Carre Spillway has roughly 3.5 million cubic yards available, while the rest of the clay is to come from commercial sources. The $20,520,000 WSLPP contract ("Stockpile II) included excavating, processing, and stockpiling of 1.5 million cubic yards of clay from the Bonnet Carre Spillway to two stockpile sites.

February construction Project Updates

Stockpile 1 - Progress has been severely impacted by rain every few days.  When weather permits, we are working our haul roads in the Spillway and the stockpile location in LaPlace.  We are also continuing to excavate material allowing it to begin the drying process, because the material that is excavated is very wet.  As a result of the weather, we are currently scheduled to complete this project in the early fall of 2023.

Myrtle Grove - This project continues to progress quickly and is ahead of schedule.  So far we have placed 74,000 square yards of separator fabric under access roads, 55,000 Cubic Yards of sand for those access roads and preload location, excavated over 230,000 cubic yards of material for the drainage canal, placed 76,000 square yards of Levee Support Geotextile, and built 170,000 cubic yards of clay levee.

This project is scheduled to be completed in the summer of 2025 but we anticipate a change request from the Corps of Engineers that will significantly extend the execution period.

Updates on Two of Our Projects with USACE

Despite some setbacks from weather, our work with the U.S. Army Corps of Engineers on the West Shore Lake Pontchartrain Project (WSLPP) has seen significant progress in the past few months. Greenup's primary role has been excavating, processing, and stockpiling clay in two piles within the Bonnet Carre Spillway. By the end of the project, an estimated 1.5 million cubic yard of clay will be removed from the Spillway.

Construction manager Steven Keen provided these updates on the two stockpile sites:

"Stockpile 2 - PROJECT IS COMPLETE! Final testing of materials, coring samples of the stockpile, and as-builts are all that remain on this project. This is a major milestone as it was Greenup's first Corps of Engineers project of what is now three in total.

Stockpile 1 - This project is continuing to ramp up production, but stockpiling of clay is being hampered by rain. We are continuing to haul clay when the weather permits. We are also working on days we can't haul by excavating clay from the borrow pit in the Spillway and processing the material (allowing it to air dry). We are also improving the haul roads in the spillway and at the stockpile location in LaPlace. This project should be complete in mid-late spring of 2023."  

Keen also reported progress on the La Reussite to Myrtle Grove Levee Plaquemines Parish project, a joint venture with Cajun Industries alongside the U.S. Army Corps of Engineers. The project is a fixed-price construction contract to build hurricane protection structures and move levees and drainage canals in the New Orleans area. 

"This large (4 mile long) project, over $100M, is moving out very quickly," Keen said, "We have already built, or improved, 8,000 LF of access roads so that equipment can safely access the project site, cleared vegetation from over half of the project footprint, excavated 100,000 CY of material for the drainage canal, and built over 100 LF of concrete pipe culverts to facilitate drainage. This project is ahead of the required completion date of June 2025."

First Update of 2022 - WSLPP Project

Our work with the U.S. Army Corps of Engineers on the West Shore Lake Pontchartrain Project, awarded in January 2020, has seen significant progress in the past few months. Greenup’s primary role in the project has been excavating, processing, and stockpiling clay into two stockpiles inside the Bonnet Carre Spillway. The clay will be used to construct 17.5 miles of a levee system that offers a 100-year level risk reduction to the area between the Bonnet Carre spillway and Garyville. Greenup will have removed 1.5 million cubic yards of clay from the Spillway by the end of the project.

The access road off Airline Highway in LaPlace that extends through the marsh to the prospective levee construction site has been completed, which means the Corps of Engineers can start awarding levee construction contracts. We are also excavating clay from the Bonnet Carre Spillway for future levee construction and hauling it in dump trucks to the assigned area, Stockpile 1, located near Airline Highway. Although weather conditions could always be better, we have successfully stockpiled nearly 40,000 cubic yards of clay out of the 1,000,000 expected. We predict productivity will increase considerably as the weather grows warmer. Completion of operations at Stockpile 1 is expected in the Spring/Summer of 2023.

In addition, we continue to excavate clay material for future levee projects from the borrow pit in the Spillway and transport it to designated area "Stockpile 2." We have successfully stockpiled over half of the 500,000 cubic yards of clay required. We also expect activity to increase here as the weather improves. Completion of operations at Stockpile 2 is expected in the summer of 2022.
